write a ten- to fifteen page analytic paper (double-spaced) that relates the literature to an important issue or concern in urban education today.  Such issues or concerns might include: assessment, bilingual education, collective bargaining, charter schools, gender, race, or class segregation, class size, curricular reform, decentralization, home-school relations, magnet schools, middle schools, performance standards, special education, vocational education, privatization, or social services in the schools. This paper should place the modern issue or concern in historical perspective.  For example, it might show how decentralization represents an old idea that has been recycled to address current concerns.  In writing this paper it is important to think about both continuity and change over time.
