who own water

Here is the instruction:
In past decades, public resources like electricity, transportation, health care, and even prisons have been sold to private corporations, who run these resources as profit-making businesses. There is increasing pressure in many parts of the world to privatize water resources. In many underdeveloped countries, neoliberal economists argue that for-profit companies can deliver better and more reliable water services to communities than governments. In highly developed regions, such as California, shortages of water are forcing many communities to reevaluate who has rights to water, and how much people should pay for consuming a shared resource. Arguments about water are likely to increase as groundwater reserves are depleted by deep drilling in agricultural regions and as the world’s climate changes in response to rising temperatures.
For this essay, you will make a case for or against the privatization of water. Identify a topic, and write a short (2-3 page) essay explaining the problem, and exploring possible solutions. Your discussion should use at least one specific argument from the debate over markets. Identify a theoretical position that you support, and use it to craft your own argument about access to water.

Specific requirements:
Bibliography of at least 1 peer-reviewed source, and 1 non-peer reviewed source (no annotated bibliography required)
