Ray Scroggins runs a small paper shop in Dullsville Crescent, a residential suburb affected by the proposed Dullsville Dual Carriageway. The shop is of traditional brick and tile construction and provides a ground floor retail space of 70.2 sq. m. with a frontage of 3.6 metres. Above is a 2 bedroom flat with it’s own access where he currently lives with his wife Doris and their cat, Garibaldi. He has just turned 60 years of age and was looking forward to selling the shop and retiring when last week he received a Notice to Treat.
