? a department of adult literacy education within a broader institution.
Examples of changes or issues may include (but are not limited to):
? training packages as the mandated form of qualifications in VET in general, and the consequences for your field of practice in particular,
? audit and the Australian Quality Training Framework(AQTF),
? the extent to which the role of the ACE sector is recognised in government policy,
? the Commonwealth welfare to work reforms,
? VET in schools,
? school-based apprenticeships,
? the establishment of Commonwealth technical colleges as senior secondary schools,
? the QLD Education and Training Reforms of the Future,

? flexible learning and e-learning,
? the Commonwealth government’s insistence that VET be about training for work and that VET be ‘industry led’,
? the introduction of VET graduate certificates and VET graduate diplomas on the Australian Qualifications Framework,
? TAFE?s increasing interest in offering fee-for-service higher education associate degrees and bachelor degrees,
? ?the decision by the Commonwealth government in the 2007 Budget to extend ?fee-help?, which is an income contingent loan available to students undertaking full-fee programs in higher education, to full-fee-for-service diplomas and advanced diplomas in VET as long as they provide credit transfer in a higher education program,
? the shortening of apprenticeship training times as a consequence of implementing competency-based principles rather than time served in the apprenticeship,
? embedding the new ?employability skills? in all VET qualifications, and
? the Labor government?s intention to introduce a ?trade centre? in very secondary school in Australia.
Contextualise the change or issue you have selected through a discussion of the social, economic and political environment the government (Commonwealth or state) is responding to and how this shapes government policy.
Your contextual analysis should include a discussion of globalisation, the changing nature of work, lifelong learning and the learning society.
Use this contextual analysis to consider the particular key change or issue you wish to
analyse. You need to explain, analyse and theorise about the way in which the policy, change or issue you have selected impacts on education and on your teaching practice. If you have been teacher, are a teacher now, or are in an educational leadership role, you will need to discuss the impact this policy, change or issue will have on your practice. If you have not yet begun teaching, reflect on the impact the policy, change or issue will have on your teaching practice in the future. Discuss the extent to which adult and vocational education teachers can shape their own practice within the broad policy context that you have described and illustrated through your discussion of a particular policy, change or issue. Reflect on
the way in which the theories and concepts in this course have helped you to think about your own practice as a future or current adult and vocational education teacher.
You should use the set readings?and Study Guide, but you will also need to identify
appropriate readings that are relevant to the policy, issue or change you are addressing.
in the study guide you can start working from module 2 coz the modules before that is related to assignment 1 .
