Begin again by using your imagination to develop the idea for a new stadium, arena or any other sports facility of
your choosing. YOU ARE ENCOURAGED TO USE THE SAME FACILITY THAT YOU ENVISIONED FOR THE FIRST PROJECT – and to use
that same project idea throughout the other reports in this class — though you are free to pursue a new idea if you
wish to do so.

Next, determine a total cost for the project. This can be quite generalized – such as “ $750,000,000 for a new
80,000-seat NFL stadium” – and you do not need to report how you determined the cost. Note that the purpose of this
project is not to test your ability to determine how much a project will cost, but rather to test your ability to
determine how to pay for it. Nevertheless, a bit of research will be necessary for you to make an educated estimate
as to the realistic cost of the project.
Therefore, your next step is the most important: Describe – in specific detail – the manner in which the sports
facility project will be funded. We have discussed various funding vehicles as well as their availability in the
marketplace and their tax implications.
In your report, discuss all of these issues as they relate to the funding of your project.

Therefore, the project requires you to:
(1) Describe generally your sports facility;
(2) Describe generally the cost of the facility;
(3) Explain, in specific detail, the funding, including public or private funding and rationales, including backing
and all other aspects of the funding, with emphasis given to the areas we have covered in class; and
(4) Explain any need for voter approval (or explain why no voter approval is needed).
