The paper must be 7–10 pages (not including the title page and bibliography), in current Turabian format, with default margins and in 12-pt. Times New Roman font. Each
paper must include citations to adequate sources supporting and/or illustrating your positions. A minimum of 5 sources are required. Each paper must include a title
page and bibliography in current Turabian format.
This paper is an exercise in the application of the material covered in the course to a real world public policy. One of the most debated public policy issues
currently facing the nation is that of the “Individual Mandate” provision of the 2010 Patient Protection and Affordable Care Act (PPACA). For this paper, analyze the
“individual mandate” issue in light of the concepts covered in this course.
Your Research Paper must include, but not be limited to, discussions of:
• the worldview bases for the “individual mandate,”
• the worldview bases for the various oppositions to the “individual mandate,”
• the conflicting views of the role and limits of government, with respect to the “individual mandate,” and
• the ideas and worldviews that shaped those conflicting views.
As with many public policies that affect fundamental issues, the “individual mandate” issue impacts more than the surface question of the best way to provide health
services. Better papers will demonstrate an understanding of the broader real-world implications as well as the secondary and tertiary public policy goals/consequences
of the “individual mandate” and the ideas/worldviews supporting and opposing it.
