Your paper should be divided into four parts. The first part should introduce clearly the topic. In the second part you should present and discuss well-referenced facts that you consider pertinent to the discussion – population, per-capita usage, geography, natural resources etc. In the third section you draw on the facts presented in the preceeding section to make observations about the two states and to discuss what you consider to be possible causes of the differences and similarities. In the fourth section you should present your conclusions about the origins of the differences and similarities. Your conclusions should be motivated by the observations of the previous sections and they should be your own
