The research should be written in American English, CMS, double space, 12 Time New Roman, 9-10 pages+ footnotes and blibliography. The paper should be at a first-year University student level in Poland(level C1, University major: American Studies Center)so the essay doesn’t have to be written in an extremely complicated language, or contain a knowledge of an expert, just need to have reliable sources, persuasive arguments and neatly written. The course this paper will be admitted for is “Free Market: Advocates and Critics” so it should be written in a free market aspect. The deadline is May 23, Monday. Each student is required to prepare and make an oral presentation to the class, during regular class sessions, of the progress of his / her report. These oral presentations will be conducted throughout the term. You may be required to make a presentation on one part of your research, rather than the completed Final Report. The student must submit a draft of the paper to Turnitin (less than 30% similarity is acceptable), and to Smarthinking (as a separate homework assignment).

1. TEMPORARY QUESTIONING OF PERSONS IN PUBLIC PLACES; SEARCH FOR WEAPONS.
a. Explain and analyze the rationale and the necessity to permit police to stop, question, and frisk citizens of NYS as authorized by the NYS Criminal Procedure Law (140.50), in view of the US constitution’s prohibition to search without probable cause (Fourth Amendment), and the US Supreme Court decisions such as Terry v Ohio.
I suggest you consult various government (USDOJ, FBI, etc.), newspaper (NYT, Washington Post, etc.), and scholarly journals (see Monroe College Electronic Databases: SAGE, EBASCO, etc) to identify available references. You are required to identify and use a minimum of four (4) references / sources. Each reference / source will be cited, using the APA style. 2. POLICE ACCOUNTABILITY: CURRENT ISSUES AND RESEARCH NEEDS
** Carefully read the NCJRS PAPER: POLICE ACCOUNTABILITY: CURRENT ISSUES AND RESEARCH NEEDS; by SAMUEL WALKER; MAY 2007NCJRS DOCUMENT # 218583.

This paper has examined literature concerning police accountability procedures related to the conduct of individual police officers, in the areas of:

1. Formal agency policies on the use of police authority;

2. Routine supervision of officers by first-line supervisors;

3. Regular performance evaluations;

4. Early intervention systems (EIS) designed to identify performance problems;

5. Procedures for investigating allegations of officer misconduct.

YOUR ASSIGNMENT IS TO:

Research and analyze one of the areas identified above, as it applies to the NYPD. All analysis will be supported by research data (in-text and reference page citations).

You will explain which policies / practices the NYPD uses to address the area of your choice; detailing a description of the official NYPD policy, how it is implemented and a discussion of the efficacy of the policy.

The summary / conclusion of your report should summarize the policy / program and its components.

The 3000 word Final Report will be submitted as an attachment to the Final Report drop box. Special arrangements will be made for students without computer access.
The Final Report must be properly formatted:
a. Follow the APA guidelines. Each Final Report must contain
i. an Introduction
ii. a Body
iii. a Summary
b. All quoted material must be credited to the author.
c. All references must be properly credited (APA format) on the reference page.
d. Plagiarized material is unacceptable. It will be rejected. A TURNITIN similarity score exceeding 30% is excessive (even if material is attributed).
e. You are required to submit your drafts to SMARTHINKING for review and suggestions.
f. Grammar, punctuation, spelling, must be perfect. 10% will be deducted from your grade for errors.

INTRODUCTION: 30%
The INTRODUCTION will identify the contemporary issue / controversy you have chosen to analyze. This introduction will:
a. state the issue / controversy to be analyzed;
b. explain the historical significance of the issue / controversy;
c. identify relevant law associated with the issue / controversy; and
d. introduce the impact of the issue on government operations and affected citizens.
BODY: 30%
The BODY of your paper will develop a critical analysis of the issue / controversy. This section of the report (body) will:
a. identify contrasting / opposing opinions on the issue, as stated by government / agency managers; jurists (judges, lawyers, legal scholars); and representatives of the public (politicians, editorials, etc.).
b. Analyze each opinion. Explain the legal, moral, ethical standards supporting each side of the argument. You may use statistical data from published sources. This is not the place for personal observation or opinion. Your analysis must be based on research.

SUMMARY: 30%
The SUMMARY of your paper (conclusion) should summarize all you have written about in the paper, and restate your argument from the introduction. Your conclusions must be based on your evaluation of the research you have analyzed. You should not introduce any new concepts in the summary
