Annotated Outline and Bibliography in Unit 2: You will need to clearly lay out the structure of your plan and provide an initial set of annotated references for support.
Draft in Unit 5.
Final Project Plan in Unit 6: The components of your completed plan will include:
Overview that describes how each process works within an organization and how it affects procurement.
Proposal of “Best Practices” to improve three or more processes.
Evaluation of the effectiveness of each of the selected processes.
Explanation of why these “Best Practices” would make procurement more effective.
Identification of the roles and responsibilities of the project manager in each process.
Checklists and forms that can be used for future projects to make the procurement process more effective.
Your final plan should be 10-15 pages long, double-spaced, using either Times New Roman or Arial (Helvetica) 12 pt.

For the course project, you write a plan for a procurement and contract cycle. Your plan will consist of the best practices to manage the procurement and contract cycle. It is important that you understand a variety of real world facets of procurement management and demonstrate your understanding in the plan you develop.

The topic choices for this final project plan include the following two case studies:

Case Study #1: “Going Green” University Project – This case focuses on a university converting their present facilities to being “green” and is best suited to learners interested in project management within this capacity.
Case Study #2: Providian Trust: Tradition and Technology – This case focuses on a major trust company attempting to implement a major software system and is best suited for learners interested in reengineering business processes for a software system.

About Your In-Depth Analysis
Concentrating on managing procurement processes, you will need to describe how each of the following work within your organization:

Plan procurements.
Conduct procurements.
Administer procurements.
Close procurements.
Your in-depth analysis should include the following:

Evaluate the effectiveness of each process.
List the roles and responsibilities of the project manager in each process.
Propose best practices to improve three (or more) processes. Explain why your proposed improvements would make procurement more effective.

‘Going Green’ University Project – Case Study

‘Going Green’ University is a large, local learning institute that is nationally known for its superb educational programs, credibility, and instructors. This university also attracts an international student body due to the advantages of attending this school, which leads to many of these learners receiving job offers from Fortune 500 companies. Most of these students live on campus due to being full-time learners and the convenience of being close to their classes.
Recently, due to popular demand from the student body and the local community, the university has created several programs in the area of ‘green living’ that concern such areas as: energy, recycling, dormitory living, best practices, and ‘green’ courses for future and present students to take. The ‘green living’ programs were also created due to the global warming trend and ways that the institute can save money.

You as a project manager work in the procurement office of this large university and have been assigned with other project managers and team members to work on the ‘green living’ program. The project entails purchasing large amounts of ‘green’ products for the entire campus in such areas as:

Computer Energy Reduction
Food
Heating, Ventilating, and Air Conditioning (HVAC)
Kitchen Equipment
Lighting
Recycling
Reduction of Toxic Materials
Transportation
Waste Prevention
Water Conservation
The ‘green living’ project has been broken down into several smaller projects due to the size of the campus, administrative staff, faculty, and student body. The portion that you will be working on will be located in the Business buildings. The demographics for the university include:

Business Buildings:

Hall I – Dormitory – 100,000 S.F. – Two story building – 180 dorm rooms and large cafeteria located on the first floor.
Hall II – Classrooms – 100,000 S.F. – Two story building – 100 rooms total.
Hall III – Offices – 5,000 S.F. – 50 rooms total.
Hall IV – Classrooms – 114,000 S.F. – 114 rooms total.
Hall V – Dormitory – 48,000 – 96 rooms total.
All buildings are closely located on the campus and are within walking distance of one another. From the information given and the ‘green living’ area that you are going to investigate, use your project management and projection skills on how much product is needed in order overall. This is to ensure that the buildings are suitable for living and can provide the appropriate services for the administrative staff, and student body.

The requirements for this case study involve that you as one of the project managers, choose a ‘green living’ program area(s) and concentrate on managing procurement processes. These procurement processes you will need to describe for the program area(s) include:
