Introduction

This assignment has been designed to assess your level of achievement in the following course objectives:
cognisant of theoretical public policy frameworks and capable of some critical analysis of those frameworks
explore the fundamental tension between the methods and procedures of the economic policy analysis in particular, and policy processes in general, and demonstrate problem-solving and critical thinking skills by addressing this tension through suggested policy contributions and professional comments
in possession of skills which allow a practical participation in the process of public policy formulation, implementation and evaluation
capable of suggesting future directions in policy, and alternative practices that might improve the effectiveness of the policy process.

The assignment
Taking the public sector economic policy issue described in assignment 1, present an economic analysis of policy (actual or proposed) designed to handle the issue.
Notes on the assignment:
describe the economic policy designed (actual or proposed) to handle the issue
outline the objectives of the economic policy
define the methodology (where applicable)
describe the economic theory upon which the policy is based
critically analyse the policy issue using economic tools and techniques
assess the success of the policy with reference to its objectives, using historical data where appropriate. In the case of a proposed policy, such assessment will need to focus upon the expected outcomes of the policy in terms of its underlying economic theory

suggest modifications or alternatives to the policy that, in your opinion, might enhance its effectiveness. In this section you could include reference to the historical and institutional aspects of the policy

all sources must be acknowledged using the Harvard AGPS (author-date) referencing technique. You should use at least fifteen references other than the text book and selected readings including ten refereed journal articles. There is no upper limit on the number of references cited. It is however advisable to select literature to support points made in the paper on the basis of relevance rather than convenience. Always try to use the most up-to-date literature.
