How can water be both renewable and a non-renewable resource?

If you remember the Water Cycle, their is a process called Infiltration where precipitated water enters the ground, filtered by the soil and become ground fresh drinking water. In this manner, water becomes renewable. But when water interacts with pollutants, the quality decreases and becomes non-renewable resource.
