Hazardous waste management

Your company produces various components for the electric utility industry, such as transformers, insulators, wire and power. Of the various production sites six facilities are within 50 square miles of each other. These six sites generate an amount of hazardous waste product each month that is near the small quantity generator limit but not over. Is it more advantageous to have each site apply for their own EPA number and ship and manifest from their site or is it best to consolidate all wastes at one location and ship and manifest from that single site? Explain and justify your answer.
