Problem Statement (apx. 1 page) – What is the nature of the problem?
Key Stakeholders (1-2 pages) – What groups have an interest in the shape of policy and regulation in this area? Consider for example, the interests of consumers or users, manufacturers or other companies, scientific communities, and appropriate government agencies.
The Regulatory Environment (2-3 pages) – What is the nature of current policy in this area? Is it established or still being debated? Is it outdated? Has regulation in this area tended to be top-down or bottom-up? What regulatory modes or instruments are used (Legal? Market? Design?) Have there been unintended consequences from existing regulations?
Regulatory Challenges (4-6 pages) – In this section, address each of the four regulatory challenges laid out in the Brownsword & Goodwin text.

* Effectiveness
* Connection
Conclusions – In the final section of the paper, sum up your assessment of current policy in this area. Overall, what can be said of it? Does it need to be rethought? Is it sufficient? Insufficient? Effective? Ineffective? How successful have policymakers been in overcoming the regulatory challenges?
Works Cited – In addition to in-line citations (or footnotes) throughout the paper, include an alphabetical listing of all sources used.
