Foreign Policy – China

Need a research paper that examines China’s Foreign Policy.

This is a two part paper that creates a foundation for a combined Threat Assessment and a Policy Appraisal that dives deep into a specific aspect of diving into another country’s foreign policy, in this case China.

Instructions:

Select a country anywhere in the world (CHINA) that has a decided global profile in terms of military, economic, or diplomatic engagement with others. Your Threat Assessment will cover BOTH what your chosen state sees as its major foreign policy ‘threats’ or challenges and how those problems emerged. Your Policy Appraisal will then cover in-depth what the chosen state’s foreign policy positions are in response to those threats, especially in terms of international security and how it might impact the foreign policies of other states.

Threat Assessment suggested pathway build:

Develop threat model:
Develop a threat model that represents a given scenario or location that can be perceived as vulnerable. Your threat model should include all the variables that you can later identify and produce a threat classification based on the relevant output.

Measure vulnerability:
Carefully identify and measure the vulnerability of the particular location or scenario that you are conducting your threat assessment for. Be sure to carefully analyze all the levels of vulnerabilities that can be observed.

Measure operator:
Next you should measure or identify the operator. The operator is the perceived individual that the threat can come from. Remember there can be multiple operators involved as very few acts of violence happen from just a single individual. Usually operators are various groups or gangs that are known to be involved in various criminal activities.

Measure capabilities:
Identify the capabilities of your perceived operator in the threat assessment. Capabilities can be measured by past behavior or previous violent crime statistics. Try to put a numerical value on the potential capabilities of your operator in the threat assessment.

Measure intent:
Once you have measured or identified vulnerability, operators and capabilities then now you should understand the intent. You have to measure the level of intent that your potential operator has and whether or he or she can act on this very same level of intent. Measuring intent is rather difficult as it is hard to understand what is going on inside someone’s head. These variables can also be given numerical values to give you a threat level.

Develop threat scale:
After using your threat model to identify and measure the multiple variables, you should now develop a threat scale. Using the numerical values on this threat scale will give you a perceived threat level in terms of high or low. You can also use color coding where the color red is defined as a threat being imminent to green being defined as no real threat.

Questions to consider in devising the PA:

What agencies or organizations are behind the implementation of the policies you covered? Did the implementation differ from original purpose or design?

Has there been any skewing or alteration to original policies to impact how you appraise them?

Did the policy truly achieve its goals?

Did the policy address the original problem?

What were the costs and consequences of the policy you appraised?

The point of the policy appraisal is to show that, after having elaborated and explained the relevance of your threat in the Threat Assessment, you have done a thorough and in-depth job looking over any and all existing policy that might exist and deal with said threat. This of course will look over government materials and policies that might exist across agencies and governmental organizations, but it does not have to be exclusive to this: you can consider and bring in ANY group (NGOs, INGOs, MNCs, etc) that has done work or considers your threat issue something of relevance. So the importance of the Policy Appraisal is twofold: exploring what exists on your threat issue from an EMPIRICAL, REAL WORLD perspective and analyzing at least briefly any holes, gaps, consequences, inadequacies that might exist after you have elaborated the various policies.

KEEP IN MIND: an important subtle aspect for you to ask yourself when writing the Policy Appraisal is WHAT IS THE CHIEF INVESTIGATORY SUBJECT of your article? If it is NOT the United States, then you should be exploring the existing policies of the foreign country, entity, organization and NOT trying to find a way to force the US into a place of dominance in the PA. STAY LOGICALLY CONSISTENT IN YOUR RESEARCH AT ALL TIMES!!!!

How much is this an interestingly and probingly in-depth account of existing policy or does it break down to a simple overview of policy without much attempt on your part to inject your own take or influence on the sources and material? Just because you are covering policy that already exists, how you organize it, how you treat the materials, how you discuss all of the policy process and aspects, shows your own uniqueness and prevents the phase from being dull or superficial.
