Faculty and staff professional development

Ideally, faculty and staff development should be a proactive process, not a reactive one. What is the best way for educational institutions to conduct ongoing faculty and staff development? Should all faculty and staff be engaged in professional development every year? Should professional development focus more on “problematic” or potentially problematic, faculty and staff?
