The essay is whether EU treaties can be seen as a constitution for the
European Union. It should be argued that no, there are many
differences between the treaties an an actual constitution (and the
differences discussed). Closer to the end of the essay, argue that the
EU is not a nation state, and therefore should not even have a
constitution, and that the treaties do the job needed.
