a. Edward Gresser claims that the U.S. tariff system has evolved into two systems; one with high tariffs on average, and one with extremely low tariff rates. How did this uneven system evolve?

b. Gresser claims that the burden of today’s tariffs falls disproportionately on the poor. By “poor” he is referring to people both at home (in the S.) as well as abroad. Carefully discuss his argument as it applies to each group of poor people.
