Why did slums grow so slowly in the first half of the twentieth century? Why have they grown so rapidly since? Why have policies designed to minimize slums largely failed?

What has been the neoliberal/World Bank strategy for helping the slums and how has it worked out?  What are NGOs and what are their limits? What is the neoliberal populist strategy of Hernando de Soto and what are its limits? How are profits extracted from the urban poor?  What is densification and what forces are driving it?
