This article is best read in sections. Start with sections 3, 4 and 5 (III, IV and V ) which provide the historical context for his discussion of housing discrimination in Chicago. Then go back and read sections 1-2 and 6-9. The last section (10) discusses other examples of reparations which is not our primary concern. Feel free to skip that.

His argument is about reparations but we’re interested in the racial project he describes – housing discrimination and segregation in Chicago. This article will be the basis of the Module 2 tests so please read it carefully. It’s long so don’t wait until the last minute. We’ll discuss it in our last two classes.
