…HOWEVER shouldn’t we have mandatory processes and tools?

Working software OVER comprehensive documentation
…but ain’t this applicable only as long as that software is comprehensively documented?

Customer collaboration over contract negotiation
… However ain’t this in the boundaries of strict contracts, and subject to rigorous change control?

Responding to change OVER following a plan
… HOWEVER, ain’t this subject to a detailed plan being in place to respond to the change, and as long as this plan is followed precisely?
