Performance Management: A managers biggest worry

Surveys of managers from time in memoriam have indicated that performance appraisals are one of the duties they dread the most.  Why?

Tell us about your approach to performance management.  How would you deliver feedback, particularly negative feedback?  Be specific. How often would you do evaluations? How would develop objectives both task and developmental?
