I plan to write an essay of the following, but I need a proposal first. The Writer must watch the movie Independence day and make a research proposal using 4 Scholarly sources for the research question below:

Paper Research Question:

How and under what conditions do liberal ideals influence rational foreign policy decision-making by elite policy-makers?

Answering this question requires you to read the chapter two of the textbook (on Liberalism), pick various themes from the movie, and use outside sources to make your argument. Use any information from the textbook for your paper. You can also use ideas, opinions, or secondary material. You need a minimum of 8 sources for this paper (at least four must be scholarly journals). Wikipedia or other internet encyclopedias DO NOT count as a source.

For the proposal (due on April 28th) I want a rough outline of the paper, and 4 scholarly sources in a bibliography.
