Migration and the GATS

GATS includes four modes of service delivery targeted for liberalization. In Module 4, migration of workers is cited as one of the service delivery methods. This mode does not specify which fields of work nor what, specifically, countries are asked to do. Provide your interpretation of GATS mode 4 paying close attention to the potential implications with respect to immigration law and policy around the world.
