Shopping tracker using mobile device

Shopping tracker using mobile device
Brief Description:
Problem: When I (well not actually me) do the weekly shopping in my local store I dont know if the current price is a good buy or not. I would like to track my purchases and have an instant comparison with my previous purchase of the item.
Solution: an app on a mobile device that can scan the bar code and tell me the recent price history.
Note: there is no internet connection in store.

Objectives / Deliverables:
An app for Windows Phone or Android that will store specific details about an item (say 500 items) and give summary purchase history information (say last 26 weeks). Can scan a bar code and, if the details of the item already exist, present them with options to update information and confirm purchase. If no information recorded then the details would need to be entered manually or via internet (if available). Information to be stored and presented should include; name of product (eg Fish pie), brand (eg Birds Eye), best and worst price (in purchase history), best and worst offer (eg 2 for 1 or none), weight and personal rating. The option to update any field should be available at time of purchase and later when an internet connection is available that might be able to automatically update product details. A running total and final cost of shopping should be recorded. An option to upload the data to a spreadsheet would be useful.

Expectation / Essential skills from student:
Mobile app programing. User interface with multiple input methods. Database management.
