Read the following information and answer questions 1 through 7:

The Chief of Police of Boston City observes that the number of citations for driving while under the influence is higher for one county than they are for another county.

County A, the county with the lower number of citations for driving while under the influence enforces a minimum of six months of intensive treatment, 1,000 hours of community service, and loss of license privileges for 30 days for first time offenders. The Chief decides to compile data to support his observation. He notes that the weekly average for County B is 79 DUIs per week. He sees from his data that County A has an average of 35 DUIs per week. Based on this information, the Chief concludes that County A has a lower number of DUIs compared to the number of DUIs occurring in County B. He decides that he is going to take action to decrease the number of DUIs in County B.

Imagine that you are a consultant hired for Boston City Police Department and respond to the following items:
1. Evaluate the Chief’s conclusion.
2. Now consider that you have been provided with the following additional information: The standard deviation for County A is 3.4 DUIs and 6.1 for County B. A t-test was conducted and a p value of 0.09 was obtained.State how this new information influences the conclusion.
3. The Chief is very disillusioned with your critique. He tells you that data was collected for a period over 52 weeks to get his average number of weekly DUIs for each county. He emphasizes the great expense and time involved in his data collection. He tells you that he is willing to collect data for another 52 weeks for each county in order to get his results “statistically sound.” He asks if this will satisfy you into agreeing with his original conclusions. State what you would tell him about the need for collecting data on each county for another 52 weeks.
4. Provide him with at least two suggestions to help him decrease the expense and time involved in his data collection.
5. Describe the reasons why a t-test is the appropriate statistical test to use in this situation.
6. Comment on the variables related to the power of this study.
7. Comment on this study’s issues related to the decisional error.

Every student (no exceptions) must write 1 paper on the implementation of statistical techniques in a real life problem.   Each paper length should be around two pages and students must select the topic from their current place of work, from their work experience, or from an area of interest.  The selected topic must be a reasonable and appropriate for a typical MBA class. The instructor must approve the topic.

Each paper must reflect an understanding of the concepts and how a technique is implemented in real life, and it should not be an attempt to solve a textbook problem so actual numbers are not important, and no final answer is expected.

The papers are due one week after the subject has been covered in class.  Students are encouraged to submit an early copy to the instructor for comments.  Expect a two day turnaround cycle.

Techniques covered in papers must be selected from the following subjects:
•    The paper covers concepts included in sampling and estimation (required);
