Assume the left side of the Box (ability of statute to structure policy implementation) is sound with no significant flaws (you may use actual examples if this helps your post). Discuss how and why the political non-statutory variables (items 2 through 6) can derail what otherwise appears to be sound and valid public policy (in other words, how and why do politics often trump reason?).
