– Explain the history of the problem.
– Provide data that supports the extent to the problem.
– Consider stakeholders that play a role in the policy (providers, payrers, patients, policymakers, etc)
– Examine how the policy solution is positioned to improve the public health problem or performance of the US health care delivery system.

Different approaches to include:
1) Why have we seen an increase in Urgent care centers recently?
2) Should they really be looked at as a cheaper, faster alternative to our Emergency departments for non-emergent care?
3) Are UCCs really functioning as a viable alternative to primary care or do they function as their name indicates, urgent care?
