Thanks for helping me. It’s a short paper,but I can’t find the resource,hope you could help me.
The highway and source of air act as public goods, for each family who owns a car would consume these as much as possible and brings serious air pollution.
The policy of restricted vehicles divide into two aspects, one is the license-plate lottery system which limit the increasing rate. another is ban vehicles with even
and odd-numbered license plates on alternate days. you can write both or any of them.
I want to write about the negative parts to the environment, the positive part could be mention but need to be narrow since it’s a short one ( could be litter bit
more).
The negative part are people could try to get another plate number (buy two cars); sharing cars( different destination cost more gasoline); use more taxi and so on, I
just suggest. Add some economic theory and need the reference. (reference or any chart(if you have) should put in the end)

Here is the professor’s requirements.
Papers should be
about two-pages (it is more difficult to write digest papers: paper needs to be precise, not repetitive and welledited
). If graphs or diagrams are included they should be relegated to appendices. Papers need to follow
prerequisites of a good paper writing practice�introduction, summary and conclusion, proper documentation
within the text as well as bibliographic sources, paragraphing, grammar and spelling etc.
